24-year-old gets probation for molesting teenage girl

CHARLESTON — A man will be allowed only limited contact with children under the requirements of the sentence he received for molesting a teenage girl.

Bradlee A. Rader, 24, for whom records listed addresses on Cedar Avenue in Mattoon and on Division Street in Charleston, won’t be allowed to have contact with the victim or other children younger than 17, except for customers at the restaurant where he works.

Those were among the terms of the three-year probation sentence Rader received for his conviction for aggravated criminal sexual abuse. He pleaded guilty in August of last year, admitting that he engaged in a sex act with the 13-year-old girl on Jan. 28, 2008.

There had been no agreement on Rader’s sentence when he pleaded guilty. However, Assistant State’s Attorney Mick McAvoy and Public Defender Lonnie Lutz made a joint recommendation to Circuit Judge Teresa Righter that include the no-contact terms of the probation sentence.

Rader also won’t be allowed to live or be near schools, parks, day cares and other places frequented by children. He was also ordered to not possess pornography or view it online. He must receive counseling including treatment specifically for sex offenders and pay $700 in fines. Jail time was stayed, meaning it could be imposed later if Rader violates any of the other terms of his sentence.

The charge to which Rader pleaded guilty could have also resulted in a prison sentence of three to seven years. When he pleaded guilty, a charge of criminal sexual assault, which can bring a four- to 15-year prison, was dismissed.

In other cases in court recently, Righter accepted guilty pleas from:

n Sheryl H. Williams, 49, 14770 Cooks Mills Road, Humboldt, and Terry L. Williams, 49, no address on record, to misdemeanor charges of permitting another to possess a certificate of title.

The two ran a vehicle customizing business and changes to some vehicles they sold meant the original titles supplied to customers were no longer valid, according to McAvoy, who prosecuted. They were ordered to pay $1,315 in restitution to customers in Urbana and in Clinton, Ind., who bought vehicles from them in July 2007 and had to pay for replacement titles.

Righter accepted a plea agreement that included dismissal of felony charges of misrepresenting a certificate of a title. Mattoon attorney Fred Johnson represented Sheryl Williams and Effingham attorney Scott Ealy represented Terry Williams.

n Anthony K. Hamilton, 23, of rural Jewett to a theft charge alleging he stole a bottle of liquor from the Mattoon County Market store on Dec. 28.

The charge was filed as a felony because of an earlier theft conviction but was reduced to a misdemeanor. Hamilton was sentenced to jail time served but was unsuccessfully discharged from probation for his earlier conviction, though he still has to pay restitution ordered in the earlier case.

Another theft charge accusing Hamilton of stealing beer from the Mattoon Huck’s store on July 7 was dismissed. McAvoy and defense attorney William McGrath recommended the plea agreement.

n Britney L. Pauley, 22, 1401 S. Lawn Drive, Mattoon, to an obstructing justice charge alleging she lied about her identity to a police officer investigating a theft at the Mattoon County Market on June 3.

Terms of Pauley’s one-year probation sentence included 30 days in jail beginning Monday with more jail time stayed, substance abuse counseling and a $500 fine. McAvoy and Lutz recommended the agreement.

COMPLETLY UNACCEPTABLE!!!!!! This sick person should not be allowed any contact with any children period!!!!! NONE!!! It sickens me that at 24 years of age he thinks it is ok to have sexual contact with a 13 year old!! I hope that resturant fires him!!!! The paper should have printed where he works at ( but then that would be slander I guess) but still the public has a right to know where NOT to go. I do not want any known child predator like this man anywhere near my children!!! In a resturant or otherwise "

As I said...Just the norm! "

It is pathetic, there is no justice for the victims of crime anymore. The law is on the side of the criminal, as is evident in every case you read about today. The newspaper's policy on this is a mystery to me. It would not be slander--or libel, actually, assuming what's said or printed is true.

This reminds me of an article, printed back in July, about a Mattoon man facing a sex charge in Vermilion County. That man, Michael D. Lindsey, was on staff at East Side Church of the Nazarene when this info came to light, but this was not printed in the article. Parents need to be made aware when a predator has been amongst their children--especially when the predator has been in a position of trust. This was not done. "

I saw the headline of this story and just wondered who are these people in the courts and why do they care so little about the children of Coles County? Are circuit judges elected or appointed in Illinois? If they are elected, I have a good campaign strategy for anyone wanting to run against her. "

You mean "voted in" not "stuck" with right. Remember that thing called an election. He's prosecuted many a case and but many behind bars. One of the biggest problems is that the prisons are to full, because we can't put anyone where they belong in Illinois. In a hole in the ground. "

As I am the mother of this teenage girl I wish you luck because we were told they would leave it up to the judge then turned around and agreed to give him probation we were not hapy about this at all. But yes he has to register has a sex offender. I dont know why that isnt listed in the article. But good luck on your case I hope they give it to him the kids need it for closure in their lives. "

Let's just close down all the restaurants while we're at it, if they are harboring criminals, they are also at fault. Too many family run businesses around here also, who never do drug-testing because they know their family is high, and allow their family to work with the public even tho they are molesters. " I wondered why DCFS and CASA putsup with the nothing these pervs receive in Coles County. DCFS when we went to meetings, treated the perv and his girlfriend (the mother of the two girls) like having a tea party. We were told we were self-righteous and judging the mother and perv when told how he went to her home on lunches, etc. The perv was pickedup by her and taken to his job, going at noon to her home for LUNCH, and in Walmart in toy department, and chatting with women with kids, so why was it allowed when we told saw him, time, place, nothing was DONE. DCFS gave girls back to her and the perv and her rented a uhaul and went to Florida. The mother had won $44,000 in lottery and she bought the perv leather jacket and nice clothes and a car, and her a car and clothes.
The girls got what DCFS paid for in clothes. Mom did buy a $100 kid puter.
Mom gave the perv money on jail account.
The perv was apprehended in motel room with the two girls, the mother was no where to be seen. The man wore sweatpants, the girls in sleepshirts and no underwear. The girls were sent to the paternal dads sisters and adopted by them. The youngest has to be cared for in a facility due to the abuse she saw and endured. The other one was 9 and she did well in therapy and once of age was told how her father could not get custody as mama said HE DID IT, covering up for the real perpetrator.
Well, guess who she visits,,,,none of the others. She visits with me knowing how much tried to prevent further abuse.
She said her mom finally rid of the perv so she will visit and see how it goes but if perv around, never see any of them. I feel sad for the abused. There are scars on both girls that cannot heal. That is when wrap arms about them and hold them close and let them know love them altho are ages 24 and age 19. Will they ever forget? NO.
And these pervs tell how they WANTED THEM like a big joke. Even years after abuse, these men are out and finding others to abuse. This perv found a grandma who has smaller grands and the granny who is in denial he would ABUSE THEM.
I think granny needs to wakeup and her daughter to allow them about this person. I say tattoo their foreheads.
AND yes I would have relative done as have one who is listed as serial rapist incarcerated in another state. He has repeated offenses when let out and back within three months to six months when caught at it again. He claims he finds salvation,or therapy helps, and all the bullhocky therapists like to be told so think are doing magical therapy on offenders. Remove all desire so these men cannot perform, and when try to an implantation that will knock em out so the abused person can escape. DAD once said they need nailed down in certain area to tree stump, and stump set on fire and the perv just have a knife.
I bet there be less assault on all. "

No that is not what I'm saying, I don't think its fair to make the other people suffer but the resturant could ( and in my opinion should) fire the guy. We have right to protect our innocent children. There are plenty of places that this man could work where he would have no contact with children. No one should take their kids or grandkids out to eat and have to worry that their kids may be at risk of being harmed. Older children may be allowed to go to the restroom alone for example who is to say this man would not grab a child and "assult" them in the bathroom. The resturant and anyone who read this article now knows that he is a sex offender if the resturant or anyplace where this man is coming into contact with children chooses to employ this sick pervert then in my mind they deserve to loose business. There are plenty of jobs where one is not around children anyone that is a convitcted child sex offender should never ever be allowed to work in any place where they are around any child!!!

In case anyone was wondering yes I am very biased about this type of crime, I was sexually abused by a family freind at the age of 7 , I am 36 years old and I still have emotional and pyschological damage from that!!! I have zero, nada, zilch, none, no symptahy for sex offenders period!!!!!
