Governor names new member to Ill. Commerce Commission



SPRINGFIELD — Gov. Pat Quinn Monday named a new member to the state board that regulates electric and natural gas rates, but left its controversial chairman in place.

Quinn named consumer advocate and Southern Illinois University alumnus John Colgan to the Illinois Commerce Commission. He takes a spot that’s been vacant for months.

Colgan, 62, had a role in the 2007 electric rate relief program, negotiating contracts with Ameren and ComEd.

His appointment fills a vacancy left on the five-member commission when Robert Lieberman resigned in May. It is subject to approval by the Illinois Senate.

Colgan, who lives in Springfield and will serve a 5-year term, is a former founding director of the Illinois Hunger Coalition.

According to a state Web site, the job pays about $117,000 a year.

Colgan says he’s honored to be chosen.

The chairman of the commission, though, will be left in place for now. Former Rockford Mayor Charles Bausch’s term has expired, but he continues to serve until Quinn replaces him.

Bausch has presided over rate increases for Ameren and ComEd, drawing the ire of some consumer advocates.
