COLUMN: Time for Democrats, Republicans to work together on stimulus



The good news is that U.S. Senate leaders apparently have reached an agreement on an economic stimulus bill.

The bad news is that we will pay for that bill for years and years.

But something has to be done.

While I am not the biggest Obama fan on the block, I agree that the federal government needs to stem the flow of jobs going out the doors of businesses all over the country.

I think most Americans agree that something must be done.

But what?

We need an immediate stimulus to the economy but we also want something that can be sustained.

Is there such an animal?

Senate leaders reportedly reached agreement on a $780 billion package Friday.

It is smaller than the one that cleared the House on a party-line vote last week. It also is a decrease from the initial proposal before the Senate.

This package has a combination of tax breaks and federal spending.

I fall in the camp of those who primarily favor tax breaks over more spending.

I like the proposals that came out this week regarding tax deductions for purchases of cars and homes.

It’s no secret that people are not spending money.

The Associated Press reported Friday that the country lost 600,000 jobs last week and that the current 7.6 percent unemployment rate is the highest in 16 years.

Overall, the U.S. has lost 3.6 million jobs in recent months.

One economist pointed out that businesses are trying to survive so they slash payroll to cut costs.

Fewer people are working which means they aren’t buying. And those who are working worry that they might be next to get the office pink slip so they also are hanging on to their money.

Republicans, predictably, are holding out on the stimulus package. They correctly point out that it has a steep price.

I would like to believe they are sincere and that they aren’t just playing the politics game.

I suspect it’s a little of both.

But I do agree with Obama who said this week let’s not wait for the perfect plan before voting to do something.

There is no perfect plan.

Much was made earlier this week of a list compiled by House Republican leaders that they called wasteful provisions in the Senate’s stimulus bill.

The jaw-dropper in these parts was the “$2 billion earmark to re-start FutureGen, a near-zero emissions coal power plant in Illinois that the Department of Energy defunded last year because it said the project was inefficient.”

Unbelievable. FutureGen is not an earmark.

I realize that I am biased because the plant would be placed here but how can anyone deny that the world needs to find a way to burn coal more cleanly?

I am all for developing wind and solar energy. But you cannot replace coal with wind and solar. Not in the next decade anyway.

Coal is the primary source of power. If we want to reduce the amount of carbon dioxide that goes into the air from coal-powered utiltyplants then we have to find something to do with the emissions.

Science says the emissions can be captured and stored underground. And science said the best place for that is a site just west of Mattoon.

Barack Obama did not say that.

Geologists and utility officials from several countries said that after an extensive study.

House Republicans have since removed the FutureGen funding from its “waste” list.

But looking at the Republicans’ list, I agree there are some strange line items. Here are a few:

n A $246 million tax break for Hollywood movie producers to buy motion picture film.

n $650 million for the digital television converter box coupon program.

n $400 million for the Centers for Disease Control to screen and prevent STD’s.

n $75 million for “smoking cessation activities.“

n $500 million for state and local fire stations.

Those might be worthy projects but how they fit in an economic stimulus bill, I don’t know.

Still, the supposed “waste” list totaled $20 billion. The stimulus bill is close to $800 billion.

The $20 billion is about 3 percent of of the bill. You don’t vote against a bill because of 3 percent.

I do think Obama made a mistake by reminding Republicans who won the election.

That sounded almost as arrogant as George W. Bush who, after narrowly winning in 2004, said the election gave him some political capital and he was going to spend it.

He sure did, and that capital quickly disappeared.

True, Obama won the Electoral College vote 365-173 over John McCain.

But the popular vote was 69.5 million to 59.9 million. Obama won by fewer than 10 million votes out of almost 130 million cast.

People want to see elected officials working together.

We don’t want Republicans making a political stand just so they can stake a position for the next election.

And we don’t need Democrats going on a spending spree as though they just inherited Uncle Sam’s estate.

The U.S. needs a stimulus bill that will spark the economy and that taxpayers can handle on an installment plan.

Let’s vote.

But that's exactly what they did. Envious of the enthusiasm with which Obama was inaugurated, they decided to slap him down by voting unanimously against his stimulus bill. We see Republicans making "lists" of the things Obama did "wrong" that they can use against him. And for every tiny bit of the Stimulus that doens't work perfectly, they can claim, "We voted against it".

I'm not personally very enthusiastic about your suggested that anyone who buys a new car should get a tax credit.
I bought a new car LAST year -- and might claim that in some tiny way I delayed the economic collapse -- so maybe I should file for an ex post facto tax credit.

Re FutureGen: you may speak of science approval of it, but any Republican would (as they have for the last 8 years) called it "Junk Science"if they disapproved of it. One man's prize project is another man's pork. If one looks at the items the Republicans have crossed out, one will find that in a great many cases they are for ideological reasons.

Also the first claim of Republicans was that there were some projects which would not get under way for 2 or 3 years. Aren't they smart enough to realize that if one should, for example, select only projects that will be completed in 2 years, surely it seems unlkedly we will experience full recovery that quickly, so then we would fall off ANOTHER cliff.

In sum, I think the unanimous vote of Republicans against the Stimulus was (a) ideological and (b) the hope that their vote against it would rile up the public against Obama. I can't name one -- perhaps there are some -- a professionally trained economist in the Republican House who can claim to be expert in the selection of a perfect Stimulus project.

So far as the general claim that it's too big, I didn't hear any of those Republicans making similar claims about spending during the Bush administration.
The Iraq war was declared, taxes were cut while soldiers went to war in inadequately armored vehicles -- and chickenhawk Republicans put "Support the Troops" stickers on their SUVs. One reason we are in such a mess is that George Bush sold our country to China while his wealthy friends enjoyed their tax breaks. Has anyone thought what would happen to our economnic system if (a) China stopped buying our bonds or (b) if they threw all our bonds they own on the world market next week???? "

this really has nothing to do with the size of government. it has everything to do with getting spendable cash into the hands of those who will spend it. the economy depends on cash flow...and no one has any cash, and little credit. those two things are what they're trying to address right now. "

Futuregen is pork. Its the definition of pork spending. An Illinois refinery, spent 2 billion to increase its production by 1/3. Other groups are moving with the ideas behind futuregen, and not looking for 2 billion to do it that has been published yet. A huge partnership, should have been able to do it more cost effectively, and get the federal funding reduced, if not completely eliminated. Its not as ground breaking technology now. In the ocean off northern europe they have a facility thats been sequestering carbon for years now. Why would something of this nature, be set on 2 billion in federal funding, if it was remotely vaible, to do it without it?

Ted Stevens was sending pork to Alaska, millions at a time, to turn coal into liquid fuel. They are doing it at an airforce base research facility up there. His last bacon sent home, happened while he was on trial, ironicly enough. It was pork too, and there is no such thing as clean coal. "

Sorry about the rant folks but I'm sick and tired of the government asking us to constantly cut back, learn to live with less, learn to budget better and then they turn around and spend, spend, spend. There could be massive cuts in wasteful spending along with this stimulus bill. Where's that talk at? "

Eventually the predatory lending needs confronted and all participants stung from it.

Some of these companies, banks and holding companies, need to fail, for being so careless. Investigate on the consumer protection front, and spread the losses from the primary lenders, to the end bad loan holders. Unless there is some defined carnage in the wake of this, directly in the lending aspects of it, don't let this happen again, here is a free pass for the lapses in judgement, should not be funded by taxpayers in any way. Tax dollars used for solving this should be the ones getting paid back first, and seing a return on the investment first. Not last and first to see and cover additional losses. There is no incentive to do it right, beyond what will see investors profit large or small, in their proposal for giving them the keys to this safe. "

Frankly I did. Not in a local bs blog that doesnt matter to either party. I made my voice known by emails and letters to the elected representative of the district and Senatorial level. In most election I vote for as many demoncrates as I do Repubatards.

Why do you think I call them Repubatards? I am truly an independent voter. I vote on the issues based upon my experiences, morals and common sense for the best individual running regardless of party affiliation. I have often chosen to write in vote because the ones offered by the two parties were bad.

With that I can honestly say that neither (get that- NEITHER) party is worth two cents. Both are totally corrupt and have been for some time. This current stimulus (?) bill is NO DIFFERENT than the scams the Repubatards ran.

NEITHER party thinks the citizens of this country are bright enough to recognize that the elected officials are just in it for their own power, glory and money.

We currently have the 2nd highest corporate tax rate in the world. In addition, any money that the corporations make overseas is not taxable as long as that money is reinvested overseas. Of course the GOP disputes this. In fact one Republican congressman recently said FDR caused the great depression with his spending. Interestingly enough the great depression was at it's height a few years before FDR even took office. But why let facts get in the way of your agenda, right?
