Two named to Charleston Parks and Recreation Board

CHARLESTON — The City Council on Tuesday appointed Chris Clayton and Bill Moore to the Charleston Parks and Recreation Board.

City Manager Scott Smith said Clayton and Moore both graduated from Eastern Illinois University’s parks and recreation program. They will replace retiring board members Ewen “Lefty” Bryden and Faye Cobble. Smith estimated Bryden and Cobble have each served for approximately 20 years.

The council also authorized a health insurance agreement with PersonalCare for administrating a self-insurance plan for city employees. Mayor John Inyart said this switch will enable the city to avoid a 24-percent increase in its premiums. He said the Charleston school district and city of Mattoon have self-insurance plans.

Other council actions included:

-Appropriating $100,000 to reimburse the motor fuel tax fund for street work conducted in 2005 and 2007.

- Entering into agreements with the county planning and development commission for technical assistance and revolving loan fund administration as needed.

- Approving a new Emergency Response Plan that accounts for the city joining the National Incident Management System.

- Authorizing a temporary street closure for the Feb. 7 Mid-Winter Classic Foot Race.

- Recognizing December as National Drunk and Drugged Driving Prevention Month.
