As part of the blog of the article about your Father-in-Law, I suggested that gates like those at Rural King and Fox Ridge be placed on both sides of the flooding of those roads. As for baricades, and I'm not implying Ralph was one, but their are those that will not heed a barricade, thinking they know better than those that put out the baricades. Some will drive around, or get out and move it to the side and go on. In some cases, had they taken time to put the baricade so that those that who would take heed wouldn't find themselves high water.
You need to take these questions to the Sheriff, and the appropriate road department in charge of that road. You'll get closer to the facts than you will here. "
