Charleston council approves new sump pump requirement



CHARLESTON — The City Council on Tuesday approved a new requirement for sump pumps that discharge toward city rights-of-way, particularly storm sewers.

The amended ordinance requires that these sump pumps discharge a minimum of 10 feet from the rights-of-way and run across natural ground before entering the rights-of-way. Sump pumps that discharge directly into storm sewers would not be affected by this new requirement.

Mayor John Inyart said the amended ordinance will enable some of the storm water to disperse over a property owner’s yard before it reaches a storm sewer or other right-of-way. He said water that discharges too close to a right-of-way can become a nuisance, particularly when ice builds up during the winter.

Other council actions included:

-Prohibiting parking along both sides of Arthur Avenue from 12th Street to 425 feet east, the site of a new apartment complex.

-Approving a form that shows Charleston contributed $503,041 in motor fuel tax funds in 2000 toward improvements on Lincoln Avenue between 18th Street and Hawthorne Drive. 

- Appointing Phil Fanale and Gary Fritz to the city Historic Preservation Commission and reappointing Nora Pat Small.

-Authorizing temporary street closing on July 4 for the Four-on-the-Fourth foot race and Red, White & Blue Days, and on July 12 for the Panther Prowl foot race. 

- Authorizing raffle permits for Eastern Illinois Area of Special Education, Coles County Fair Queen Pageant, Showstoppers 4-H Club, and Citizens for Dale Righter.
