Attack on child leads to arrests at Old State Village in Mattoon

MATTOON — Police made separate arrests May 5 and 6 stemming from an incident involving Richard W. Beckler, 41, for allegedly hurting a 7-year-old girl and violating his probation, Mattoon Deputy Police Chief Jeff Branson said Monday.

Officers responded at 10:52 a.m. May 5 for a sex offender compliance check on Beckler after receiving a complaint from an Old State Village resident claiming Beckler had talked to a girl and possibly hit her.

Officers arrested Beckler for battery after investigating. An additional charge of violation of probation led to a 3:20 p.m. arrest on May 6 after the Mattoon Police Sex Offender Compliance Team informed the Coles County state’s attorney’s office of Beckler’s alleged recent and past conduct. Beckler was placed in Coles County jail under a $50,000 bond.

Also on May 6, police started investigating a confrontation related to Beckler’s charges that led to the arrests of Gary D. Kimery Sr., 48, Old State Village Lot 167, for disorderly conduct, and a 16-year-old boy for battery, disorderly conduct and criminal damage to property. They allegedly threw rocks at Galen Beckler, Richard Beckler’s uncle, and his vehicle on the night of May 6 at Old State Village, police said.

No charges were filed for four others involved in that incident that also involved a pursuit of Beckler, according to police.

Kimery was released on bond and the juvenile was released to his father pending the filing of a juvenile petition. One of the people chasing Beckler was the stepfather of the 7-year-old alleged battery victim, police said.

The MPD Sex Offender Compliance Team conducts checks on the status of registered sex offenders. Convicted sex offenders in Illinois are required to note all address changes with local law enforcement and comply with probation orders.

George R. Arthur, 39, of Mattoon, pleaded guilty to a charge of aggravated criminal sexual abuse alleging he fondled a 15-year-old girl sometime during June.

He was placed on probation for four years and must participate in the sex offenders program at the Coles County Mental Health Center. He must also have no contact with children under the age of 17.

Man gets probation for sexual abuse
CHARLESTON -- A Mattoon man has been sentenced to the maximum term of probation, four years, for the criminal sexual abuse charge to which he pleaded guilty in August.

Raymond N. Arthur, 21, 2102 Champaign Ave. Apt. B, received the sentence last week for having a 6-year-old girl fondle him between January and May of this year.

Arthur was ordered to participate in sex offender treatment programs offered by the Coles County Mental Health Center. In addition, he must pay for any counseling that the girl might require.

He must also have no contact with the girl, stay away from schools and other child care facilities and not possess any pornography. Six months in jail was stayed pending his progress.

Court records indicate that Arthur had no prior criminal convictions. He could have received a prison sentence of three to seven years.

CHARLESTON - A Mattoon man who admitted fondling a girl was sentenced on Thursday to the maximum term of probation.

Richard W. Beckler, 39, 4808 Lake Paradise Road Lot 27, was placed on probation for his conviction for aggravated criminal sexual abuse. He pleaded guilty in September to the charge that accused him of fondling the girl on April 16, and a charge of indecent solicitation of a child was dismissed.

Records show that Beckler's only prior conviction was for a misdemeanor bad-check charge. Terms of his probation sentence included no contact with the girl or anyone under the age of 17 without supervision and a requirement that he not live near a school or other child care facility.

Six months of jail time was stayed, meaning Beckler won't have to serve it if he follows all his probation requirements, and he was also fined $200. Victim was 12.

No wonder you are all scared for your children! "

It's pretty much a given around here on this website that eventually you'll run into those who like to cut/copy & paste articles from this website, or from others across the net, to support their ideas.
Unless it's on a subject that is particularly interesting, one quickly learns to skip over the majority of them.
I can understand some cut/copy/paste jobs, to refer back to something, to attempt to get a certain point across, but the neverending stuff just gets old fast.
When one enjoys comment venues, or forum websites, attempting to read through the neverending cut/copy/paste jobs just slows down the process.
Most like to see people speak for themselves, not bore us to death with someone else's work. It's just not original.
This is the internet, though, & one never knows who or what you may run into next out here, but as long as folks are enjoying themselves, & don't take it too seriously, it can be a fun deal overall.
You gota love it!
LOL!

" I haven't seen where Mr. Reardon has been wasting your taxpaying dollars on trials with no evidence. Everyone (Except for Ferguson, and his puppet Jacobs) could see there wasn't any evidence in the Abernathy case. I also showed you where Mr. Ferguson has tried to go to trial on other occasions, with NO evidence. Speculation does not win trials!!!
Pure Speculation is not even enough to charge a person with a crime!!!
Steve Ferguson is very unprofessional in his conduct as our State's Atty!
Another point, Todd Reardon is the only candidate to address the issue of the inconsistent sentencing policies currently being used by Steve Ferguson, and other prejudice, biased, political prosecutors throughout our nation. With Steve Ferguson in office, inconsistent sentences are commonplace. One guy gets caught with a meth lab and is sentenced to probation, yet another guy charged with the same crime gets a 20 year prison sentence... Not very "Just" to me! I am also aware that it is the Judge that has to accept these "Deals".
Which leads me to my next point...that Former Judge Komada is part of the inconsistent sentencing problem, as well!
We all, already know the corruption that follows that Komada character, and Steve Ferguson is looking very similar!
Do I need to show you Former Judge Komada, and Steve Fergusons policy for sentencing sex offenders? You wouldn't like it!
It is Time For A Change!!!
Please vote Todd Reardon for State's Atty!!! "

85CHSGrad wrote on May 18, 2008 6:50 PM:

" There is no institution in America that is a greater failure than the criminal justice system. The system can do nothing but fail, because the search for truth and justice plays no part in the system. The prosecutors career depends on his conviction rate, not on discovering the guilt or innocence of the accused.

The criminal justice system today consists of a process whereby a defendant is coerced into admitting to a crime in order to escape more severe punishment for maintaining his innocence. Many of the crimes for which people are imprisoned never occurred. They are made up crimes created by the process of negotiation to close a case.

This takes most of the work out of the system and, thereby, suits police, prosecutors, and judges to a tee. Police do not have to be careful about evidence, because they know that no more than one case out of twenty will ever be tested in the courtroom. "

85CHSGrad wrote on May 18, 2008 6:52 PM:

" The laws from state to state differ due to different penal codes and legislative sentencing guidelines. These separate standards, along with prejudice from judges and prosecutors, make punishments for the same crime different throughout the nation.

If there would be more community involvement, prosecutors and judges would be held more accountable for their actions more often than they currently are.

Crime should not be condoned, but the punishment for crimes should be consistent across the board in our legal system. "
