Charleston school board hires Vilardo as assistant superintendent



CHARLESTON — Todd Vilardo will return to the school district as its assistant superintendent.

The school board voted unanimously Wednesday to hire Vilardo to the position, and he’ll begin his duties on July 1 along with incoming Superintendent Jim Littleford. Vilardo is principal of Mattoon Middle School and before that spent 15 years in the Charleston district, including time as assistant principal at Charleston High School.

Vilardo said he found the chance to return to the Charleston district “intriguing,” but his real interest was in what the assistant superintendent’s position involves: overseeing the school district’s curriculum.

“It’s an opportunity to serve the educational needs of a school community on a broader scale and to impact more and more kids,” he said.

He said his “first goal” is to successfully complete the school year at MMS, then help with the transition involving the Charleston district’s new administration. The board hired Littleford, superintendent in Altamont, in November.

Littleford participated in the process of hiring the new assistant superintendent. He attended Wednesday’s meeting and said he gave Vilardo his recommendation.

“He brings experience and a unique perspective of the district,” Littleford said. “He was the best candidate and he earned that recommendation.”

Board President Gail Mason welcomed Vilardo back to the school district and said the board has “total confidence” he and Littleford will be a “top duo in your two positions.”

In his role as curriculum director, Vilardo said he wants to bring a “unified approach” by looking at data and helping teachers understand it and how they can use it to improve learning. There’s already a “foundation laid” in the district for success and improvement, he said.

The board had to fill both administrative positions because former Superintendent Gary Niehaus and former Assistant Superintendent Darryl Taylor left the district for other jobs at the end of June. The district has been using interim superintendents for the current school year.

Also Wednesday, the board approved the district’s calendar for the 2008-2009 school year and decided how to make up for two snow days used this year.

The board approved the calendar by a 5-2 vote with member Jerry Esker and Jeff Coon opposed. The first day of student attendance will be a half-day on Aug. 14.

Unions that represent the district’s teachers and support staff voted to recommend the Aug. 14 start date over a calendar that had classes starting on Aug. 18. Esker and Coon said were opposed because the recommended calendar didn’t follow the guidelines the board gave a committee, namely that the year should start between Aug. 15 and 18.

“That was a compromise that effectively eliminated another choice,” Esker said. “We need two reasonably different calendars for people to vote on.”

Member Kevin Oakley discounted arguments that students would be in school during hotter weather, saying research he saw showed nearly the same temperatures for mid-August as in late May when school will get out. The earlier start should also help the district with state tests, he said.

“We can have more time in front of the kids before we are faced with testing,” Oakley said.

Meanwhile, there will now be attendance this school year on March 24, the day after Easter, and May 23, instead of no school as planned, to make up for the two snow days. With no more snow days this year, the final day of school will be May 23.

" I agree with Rotty....Good to have you back Todd. This district needs a TOTAL OVERHAUL particularly at the high school. The drug and alcohol problem is outrageous and is being swept under the rug, what some of the teachers are getting by with in the classroom is subpar, the student disrespect that is tolerated.....I could go on and on. I now have some hope for a change with 2 new administrators. Please hold the people in charge accountable for their buildings. Please bring some respect back to Charleston High. "

" When the principal always sides with the students in disciplinary situations, such as happens at the Middle School the problems won't get any better. This situation caused a mass exodus of good teachers a few years ago. How many teachers have to retire early, before the board wakes up and really takes a long hard look at the administration of that building? Personally I think they overlooked it because they looked at those retirements as a good thing, money wise, because it allowed them to hire several new teachers at the bottom of the pay scale. Maybe that's a good thing economically, but it has created a near disastrous situation at the Middle school. Those same students who got away with it at the Middle school will be doing the same thing at the High school in a few years. Stated simply, the student behavior is out of control at that school, and the current administrator seems to lack the ability to do anything about it. Villardo will have little impact on any of that, and the new Super would be wise to keep him busy with curriculum matters. He's a nice guy, but discipline and student behavior are not his strong suits. Two cents and Rotty are right, the Charleston district needs to consider replacing severall of their principals, and yes it's time for a total overhaul. "

" I agree with "two cents" assessment about C.H.S. 100%! It needs a total overhaul, starting with the principal, & working your way through the complete teaching staff.
The stories I have heard, & from what I've seen & encountered, C.H.S. needs a vast improvement done, A.S.A.P.!
I hope the new superintendents will be willing enough to sit down with the public at large, in the Charleston school district, & hear some of our stories & ideals.
The last superintendent had a very hard time hearing from anyone but himself. I hope things can be different, this time around!
If we can ALL work together, we ALL can make a difference!

I agree with two cents, hopefully now with new administration Charleston can regain its reputation as an excellent school district for the kids and employees. I too am extremely concerned with the rampant, overlooked drug problems at CHS. Please do somehting about it! Exactly what drug prevention programs does CUSD #1 have now?

" Thinking that just because someone was a good teacher would make him a great administrator is faulty thinking. Yes, I agree that Todd was an excellent teacher, but that excellence has not shown up in his ability to be an effective administrator. One example is that he single handedly destroyed program that identified kids with potential problems. He watered it down into another program that addresses other problems and consesquently kids, with alcohol and problems, are falling through the at the Mattoon Middle school. Several teachers and other school staff were appalled at his callous attitude toward helping kids with these types of problems. Eliminating effective programs will be his legacy at that school. I know several teachers that are celebrating his departure. I agree that he would probably make a good curriculum administrator, but keep him away from programs that are in place to help kids with problems. "

" I'd love to see Mr. Oakley's "research" showing weather conditions in mid-August being "nearly the same" as late May. He is either intentionally misleading us or just sadly ill-informed. In fact, data from the national weather service shows a heat index nearly 20% higher in mid-August compared to late May for central Illinois. May is only the 5th warmest month in Illinois , and is actually closer to October in climate than it is to August. The last 2 weeks of July and the first 2 weeks of August are the hottest. Wonder how much extra the taxpayers will fork out in electric bills because of this early start date? And regarding the extra few days of school before the tests.... would you not get the same benefit by moving the test dates back a week? "

" To Rotty; The school boards are required to have monthly meetings. Those meetings are open to the public. They do have an agenda but if you go and wish to speak they do have to allow for non agenda visitors. They must allow you time to speak and most boards actually encourage the public to attend the meetings. I recommend calling the board of education and asking for time to meet with the Superintendent and telling them of your intentions of addressing the board at a future meeting. "
