City commissioner seeks council link from Virginia



MATTOON — A city commissioner heads to Virginia for FBI training this winter, but he still wants to participate in City Council meetings.

Commissioner Randy Ervin is chief of Lake Land College Public Safety. He will attend FBI Academy training sessions designed to help municipal law enforcement officers across the country and globe.

Ervin’s application for the FBI training was submitted before he ran for the city council in 2005. When he received word last year he was going to Quantico, Va., he asked if he could remain tied to council meetings through the option of electronic attendance. He will miss several meetings during his training regimen with the FBI.

Electronic attendance allows elected officials to participate in public meetings by speaker phone or projection screens. Ervin joked the option is a good way to reduce his speaking during meetings.

“Hey, guys, this is your chance to shut me up for a few meetings,” he said during the caucus session at Wednesday’s council meeting.

City Attorney and Treasurer Preston Owen reviewed provisions of a proposed ordinance for the council to clarify future electronic attendance. He said the option could be used by all council members when needed if the ordinance is approved.

However, he advised the council that it is best to limit acceptance of electronic attendance. Some reasons might include illness or disability, employment or official conflicts, and family or personal emergencies.

“But I don’t think you should just decide you don’t want to come to the council meeting some night,” he said.

He also said a quorum of commissioners must be present at the meeting whenever electronic attendance is used. He cautioned against allowing the mayor to preside over the meeting when invoking electronic attendance.

Certain documents must be signed after council actions, so not having a presiding officer present might delay the progress of city business.

Owen said he will submit a draft of the electronic attendance ordinance at a future meeting.

" I have to say that I agree with Whattobeaco, poor grammar and all, that Mr Ervin should go. They will probably focus on anti-terrorism tactics, which would make him better prepared to act if the terrorists decide to attack Lake Land College, because I'm sure Lake Land is high on the priority list for the terrorists. Thousands apply, but only a few are chosen. Some wait more than 5 years to attend after submitting their application. This program will allow him the opportunity to interact and exchange information with law enforcement officers from around the world. There is no charge to the college except to agree to continue to pay his salary and benefits.
This program is looked upon as the Harvard of law enforcement training. Only the best are selected. After graduation, the National Academy Associates continue with periodic in-service training via the central and southern Illinois chapter of the National Academy Association. Many cities require all applicants for the postion of Chief of Police to be graduates of the FBI National Academy. That is indicative of how informed ciy managers and professionals view those who graduate from the program. It is affilitated with the University of Virgina and academic credit is earned by all those who attend.
Chief Ervin will be able to share the many ideas and approaches to law enforcement that he will learn at the FBI Academy with his fellow officers at Lake Land College as with the officers from area departments. Congratulations to Chief Ervin and Lake Land College.

I wasn't aware that the already oversized security force at this junior college was in such drastic need of Federal crime fighting training. It must be all those murders, kidnappings, rapes, and hostage situations that they've been plagued with recently. I can't wait for the approval to come through for Barney Fife's Secret Service training. And is there any local office that Randy Irvin ISN'T interested in running for? I guess those tax-payer funded donut-eating jobs are addictive, huh. This will make the pain of my real estate taxes completely worth while. Yep, completely worth while. "

" Your point that there is no cost to the college is rather disingenuous, as well as misleading. This sounds like the typical attitude of a former government employee. Let me point out to you that there is a cost, even though it is hidden in the bloated federal budget. In case you don't know it, Steve, we the taxpayers are footing the cost for this rather expensive training. It would also seem to me that if space is limited, it should be filled by someone other than the head security guard ( a reality, despite his title) at a community college in the boondocks of downstate Illinois. I dont think that you understand what people are trying to say to you. Sorry for my grammer and English I was trying to take care of my children at that time. Me and many people think that it would be a great idea for him to go to Virginia. No terrorists will probably not came and attack LLC but with the knowledge of the FBI he could help with a lot of other stuff. LLC law enforcement doesn't just deal with LLC they help the police with Mattoon. And the donuts cops do a whole lot more than just eat donuts. They protect lives. What do you do when somebody is trying to break into your house? You call 911 and what do you get COPS "
