Phipps to take Beavers' spot on Charleston Township Park Board

CHARLESTON — As a member of the Charleston Baseball Association, Kris Phipps has worked closely with the Charleston Township Park District Board during the last nine years.
Now, Phipps has joined the park district board to complete the remainder of Bob Beavers’ term. Beavers, who died on Nov. 18 at age 83, served on the board for approximately 20 years. Phipps is chief of the Charleston Fire and Rescue Department.
Park district board President Bill Ward said the board was looking for someone who is community minded, active in youth programs, and relatively young to fill the vacant secretary position until the 2009 election.
Ward said Phipps fits these criteria well, noting how active he is with the Charleston Baseball Association. Phipps is a past president of the association.
“I think he will be a good addition to the board,” Ward said. By comparison, Beavers ran the Charleston Summer Baseball Program for many years
Ward and board Treasurer Steve Whitley stopped by Phipps’ office at the fire station across from Morton Park to ask if he would fill Beavers’ post.
“I was very, very honored. Those are some big shoes to fill,” Phipps said. “I always have had so much respect for Bob Beavers and the board. They have taken care of so many children in the community over the years.”
The township park district board and the Charleston Baseball Association have worked together on using the district’s baseball facilities at Morton Park as well as at Baker Field on the north side of town. The association installed new dugouts and made other improvements this year to Beavers Field at Morton Park.
Phipps said he plans to continue with the projects that the park district board has started, including developing a Charleston Junior Football League field along North E Street. Phipps said he also would like to have a small concession stand constructed at Beavers Field in Morton Park.
Ward said Phipps is officially a member of the board, but has not been sworn in yet. He said the three-person board only meets once every other month outside of the April-November park season. Board members are elected to six-year terms, and one board member is up for election every two years so their terms are staggered.
