Nationally renowned business leader to speak at ECIDC annual meeting May 17 in Effingham
Nationally renowned business leader, David P. Rumbarger, will be the keynote speaker at the East Central Illinois Development Corporation's annual meeting and Business Ethics and Social Involvement Awards presentation Thursday, May 17 at 6 p.m. at the Thelma Keller Convention Center, Effingham. Dinner begins at 6:30 p.m., following a 6 p.m. social hour.
Rumbarger, president/CEO of the Community Development Foundation in Tupelo, Miss., which is a 59-year-old comprehensive economic development organization, will focus his comments on the successful regional economic development approach used in Toyota selecting Tupelo for its $1.3 billion plant that will create 2,000 jobs.
Under Rumbarger's leadership, Tupelo and its surrounding county went from one of the poorest areas in Mississippi and the country, to a national leader in micropolitan projects, capital and job growth.
"I've been to Tupelo many times and am amazed each time that I travel there," said Jack Schultz, a member of the ECIDC Board of Directors and CEO of Aracel, Inc. and Boomtown Institute. "I was there earlier this year to meet with David and can't wait for other community leaders to hear his innovative ideas."
Rumbarger's professional awards include: designation as Top 10 Developer by Raleigh's "Triangle Business Journal" in 1997; Top 40 Under 40 by the "Mississippi Business Journal" in 1995; Hattiesburg Sales and Marketing Executive of the Year in 1995; Top Young Developers by "Expansion Management Magazine" in 1995; Top Deals in U.S. and Top 20 Area Development Partnership by "Site Selection" in 1994.
At the annual meeting, ECIDC President Lloyd Murphy of Tuscola will convene a short business meeting prior to dinner.
Four area businesses or individuals will receive the BESI Award and will be recognized for their significant contributions to the pressing social needs facing the local area, region and state.
ECIDC assists economic development in a nine-county region consisting of Christian, Clark, Coles, Cumberland, Douglas, Edgar, Effingham, Moultrie and Shelby counties.

First Mid’s Huisinga earns national certification
Barbara Huisinga, of First Mid-Illinois Bank & Trust (First Mid), was recently awarded the Certified Trust & Financial Advisor (CTFA) designation from the Institute of Certified Bankers (ICB), a nonprofit organization sponsored by the American Bankers Association, in Washington, D.C.
Barbara is a Trust Officer in the Trust & Wealth Management Division at First Mid. She has over 12 years of banking experience that includes hands-on knowledge of Self Directed IRAs and other investment activities. Barbara covers the northern market territory for First Mid, which includes: Champaign, Urbana, Decatur, Monticello, De Land, Weldon, Mansfield and Mahomet.
The CTFA designation is awarded to individuals who demonstrate excellence in the field of trust and investment management. To qualify for the CTFA certification, individuals must have certain levels of experience and education in the trust profession, pass an exam, and agree to abide by a code of ethics. The CTFA exam covers many areas including fiduciary responsibilities and trust activities, personal finance, insurance and estate planning, tax and investment management.

Dr. Borreggine participates in IPMA Lobbying Day
Dr. Joseph Borreggine of Charleston participated in the Illinois Podiatric Medical Association’s Lobbying Day on April 18th , in Springfield. Podiatrists from more than 20 cities in Illinois combined their advocacy efforts with foot care screenings in an effort to demonstrate their value to legislators and staff.
“Podiatrists are known for giving back to the community, whether its charitable care or participating in community health fairs,” said IPMA president John Wray, DPM, Downers Grove, Ill. “So our foot care screenings are a natural outgrowth of that.”
While podiatrists provided screenings for legislators and their staff, for bunions, early signs of diabetes, hammer toes and ingrown toe nails, they also discussed a range of legislative issues of concern to podiatrists.
IPMA is supporting HB 460 and HB 126, which extend the Podiatric Medical Practice Act for ten years, until January 1, 2018.

Palm Terrace of Mattoon employees were honored in April in recognition of national Social Service Appreciation Month. Jeff, Erica and Amanda provide their dedication, caring and expertise to those residing in our Psychiatric Rehab Unit, Jamie provides her loving care to those residing on the Gardens and Katie provides her experience, dedication and caring to those residing on the general geriatric units. Sue Shumway handles all of the marketing and admissions of the facility. Her pleasant personality and kind spirit and kind spirit is very comforting to the residents and family members. Charleston Transitional Facility promotes Price to Community Integrated Living Administrator
Charleston Transitional Facility has promoted Pam Price to CILA Administrator. In her new position, Ms. Price will be responsible for general operations, regulatory compliance, fiscal management, staffing and the overall development and care of individuals residing in 6 CILAs (Community Integrated Living Arrangement) in Charleston and 1 CILA in Sumner, IL.
Ms. Price most recently worked as a QMRP at two CILAs in Charleston. Prior to joining CTF, she was a QMRP with the Carolyn Smith House in Charleston a Program Director with the former Covenant Developmental Training Center, and has additional experience as a preschool teacher.
Ms. Price is a cum laude graduate of Eastern Illinois University, with bachelor's degrees in early childhood education and family/consumer science. She resides in Charleston with her husband, Rick, and her son, Sean.
CTF is a private, not-for-profit organization that provides residential and developmental day programming services and supports to adults with developmental disabilities living in Illinois.
CTF promotes McElwee to CILA Supervisor
Charleston Transitional Facility (CTF) recently promoted Jessaca McElwee to CILA Supervisor. Ms. McElwee will manage the overall operations of two CILA (Community Integrated Living Arrangement) homes in Charleston by coordinating and supervising direct service personnel and ensuring the safe operation of the homes and vehicles. Each CILA houses up to eight adults with developmental disabilities.
Prior to accepting this position, Ms. McElwee worked as a DSP, providing direct care services to residents of one of CTF's CILA homes.
Ms. McElwee holds an Associates Degree in Arts from Lake Land College. She and her husband and two daughters reside in Charleston.
McCaslin named to CTF Human Resources position
Charleston Transitional Facility (CTF) recently selected Sherry McCaslin to assume the newly developed Human Resource (HR) Generalist role. Ms. McCaslin will be overseeing staffing processes and screening applicants for direct care positions throughout CTF's statewide footprint and other HR support functions, reporting to CTF's HR director.
Prior to joining CTF, Ms. McCaslin worked as an on-site Staffing Agent for a local agency placing employees at a large manufacturing facility. She most recently worked at CTF as the CILA Supervisor at two CILA (Community Integrated Living Arrangement) homes in Charleston.
Ms. McCaslin holds a Bachelor of Science Degree in Human Resource Development from Indiana State University and has an AAS from LLC in Social Work. She is from Casey, but now resides in Charleston.
St. Anthony’s Memorial Hospital Personnel Services manager presents at IRHA annual conference
Kal Keitel, St. Anthony’s Memorial Hospital Personnel Services manager, recently served as one of 50 presenters at the 18th Illinois Rural Health Association’s Annual Conference, held April 18-19 at the Keller Convention Center and Hilton Garden Inn in Effingham. Over 250 rural health physicians, hospital administrators and other professionals attended the conference to gain information to use in their health care setting while networking with others involved in rural health.
Keitel presented “Healthcare Workforce: Growing Caregivers for the Future,” which highlighted the steps St. Anthony’s has taken to recruit and retain healthcare workers by keeping turnover under 10 percent, vacancy rates under 5 percent and employee satisfaction among the highest in the nation. Some of these steps include partnering with the Eastern Illinois Education for Employment System and Lake Land College in Health Occupations Classes offered to area high school student and providing over $70,000 in scholarships annually to high school graduates pursuing a health care career and to hospital employees wanting to further their education.
The IRHA was organized in 1989 to provide a statewide, public voice for individuals and organizations committed to improving the health status of rural Illinois residents. IRHA is a collaborative association committed to strengthening health systems for rural residents and communities through education programs, legislative advocacy, public awareness and networking. IRHA is recognized as an advocate for quality accessible and affordable health care of rural Illinoisans.
